What is the Newfoundland and Labrador Provincial Nominee Program?
The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate eligible skilled workers, international graduates and entrepreneurs who can contribute to its economy and intend to settle there. Provincial nomination is not permanent residence: Immigration, Refugees and Citizenship Canada (IRCC) makes the final federal decision.
Most applicants in the worker and graduate categories enter the province's Expression of Interest (EOI) selection process before they can submit a complete application. Meeting minimum criteria does not guarantee an invitation.

NLPNP immigration streams in 2026
Express Entry Skilled Worker
For applicants in the federal Express Entry pool with a qualifying full-time Newfoundland and Labrador job or job offer in a TEER 0, 1, 2 or 3 occupation. Additional employer, authorization and federal requirements apply.
Skilled Worker
For eligible applicants with a qualifying full-time provincial job or job offer, including occupations across TEER levels. Relevant skills, employer eligibility, funds and language requirements depend on the position. PGWP holders should assess the International Graduate category instead.
International Graduate
For eligible PGWP holders with a qualifying provincial job or job offer. The PGWP must generally have at least four months of validity remaining at application. Out-of-province graduates face additional work and field-of-study requirements.
International Entrepreneur
For experienced business owners or senior managers seeking to establish or purchase and actively manage a qualifying business in the province. Net worth, investment, language and business-operation criteria apply.
International Graduate Entrepreneur
For qualifying Memorial University or College of the North Atlantic graduates who have established or purchased a business and actively managed it for at least one full year.
Related pathway: The Atlantic Immigration Program (AIP) is a separate employer-driven immigration program, not an NLPNP stream. It also uses the province's EOI intake model.

Selection process
Expression of Interest (EOI) and Invitation to Apply
Newfoundland and Labrador uses a two-stage Expression of Interest (EOI) model for economic immigration intake, introduced in February 2025. Applicants submit initial information through the Immigration Accelerator Portal. The province reviews profiles against its priorities and may issue an Invitation to Apply (ITA).
EOI validity
An EOI remains in the pool for up to 12 months unless selected or otherwise closed. An unselected EOI does not guarantee future selection.
Deadline after invitation
The province currently states a temporary 30-day window to submit a complete application after an invitation. This deadline may change; always follow the invitation and current portal instructions.
For worker and graduate applicants, the EOI must identify an eligible Newfoundland and Labrador job or job offer. Applicants needing a Job Vacancy Assessment (JVA) space, applicants applying from outside Canada and Atlantic Immigration Program applicants generally need an employer invitation code; an EOI missing a required code is invalid. Selection is not based solely on the order of submission or on a universal minimum score. Invitations depend on provincial priorities and available nomination capacity.

The province may prioritize EOIs based on labour-market and retention needs, including:
- Health and health-related occupations.
- Jobs in rural and regional communities, including some sales and service roles supporting rural employers.
- Underrepresented occupations in business, finance, science, research, trades and transport.
- Employers with strong compliance and employee-retention records.
- Applicants with ties to Newfoundland and Labrador and credible long-term settlement prospects.
- Graduates with provincial connections, Francophone immigration objectives, and strong settlement supports.
Important: These are selection considerations, not a guaranteed occupation list or invitation threshold. Priorities may change without requiring a rewrite of this service page.
