An internal memo from Immigration, Refugees and Citizenship Canada (IRCC) sheds light on the significant challenges faced by the Parents and Grandparents Program (PGP) as demand surpasses available admission targets
In response to a growing backlog, the PGP announces plans to allocate 28,500 admissions for parents and grandparents in 2023, with further increases to 32,000 and 34,000 in 2024 and 2025. However, no new applications are needed in 2023, leading to an anticipated waiting period of two to three years for new applicants.
The memo suggests that stable processing times can only be achieved through effective intake management and aligning inputs with outputs. Recommendations include calculating annual volumes based on the Immigration Levels Plan and establishing a multi-year Intake Plan, akin to the successful model used in Express Entry.
Following the memo, IRCC initiates the PGP 2023 process, sending invitations to apply to 24,200 eligible sponsors selected from the 2020 pool between October 10th and 24th, with the goal of receiving 15,000 complete applications.
An alternative to the PGP, the Super Visa allows parents and grandparents to stay in Canada for up to five consecutive years without renewing their visitor status. This section explores the features of the Super Visa, including multiple entries over 10 years and its availability year-round.
To apply for the Super Visa, applicants must meet specific criteria, including being parents or grandparents of Canadian citizens or permanent residents. Details include the need for a signed invitation letter, financial support commitments, proof of medical insurance, and changes in policy regarding insurance payment requirements as of December 7, 2022.
This section outlines the requirements for sponsors to demonstrate their ability to meet income thresholds through various documents such as Notice of Assessment, employment stubs, an employment letter, pay stubs, or bank statements.
