What is PNP Pathway, Base PNP v/s Enhanced PNP?

Canada Provincial Nominee Program is one of the popular Canada PR pathways, the reason behind the inception of the PNP program was to spread the advantages of Canada Immigration across the county as immigration earlier was concentrated majorly in Ontario, Quebec, and British Columbia. But, this trend changed after 1998 i.e. after the implementation of the Province Nominee Program where the immigrants could be seen settling in great quantities in Alberta, Saskatchewan, and Manitoba the prairie province also there has been a significant in the Atlantic provinces namely New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.

There may be two nomination streams accessible to candidates who wish to apply through the PNP: the conventional (base) PNP (apart from Express Entry) or the Express Entry-aligned (enhanced) PNP.

What is Base PNP?

Base PNP – The conventional, or “base,” PNP streams allow provinces and territories to submit nominations outside of the Express Entry system. There are specific PNP streams and processing requirements for provincial and territorial nominations submitted outside of the Express Entry system. The Comprehensive Ranking System does not offer 600 points to someone who successfully receives a basic nomination from a province.

Those who want to immigrate to Canada but may not be qualified to join the Express Entry pool may still be able to apply a base PNP stream, provided they are qualified for that PNP. As a result, those who are ineligible for Express Entry may still be able to immigrate to Canada through base nominations. Applications of candidates who are given a basic nomination are handled independently of Express Entry. A successful base nomination must be followed by two steps before becoming a permanent resident.

Before applying and receiving a nomination certificate, candidates must first meet the requirements for a PNP stream. The federal government will oversee the appropriate security and medical background checks before granting permanent resident status. Candidates can apply with this certificate in hand.

What is Enhanced PNP and how is it better than base PNP?

Enhanced PNP – To fill local and regional labor market needs, the majority of Canadian provinces and territories are permitted to submit a set number of applicants through the Express Entry system. These PNPs are classified as “enhanced” nominations.

Applicants in the Express Entry pool who receive a nomination from a province are given 600 points out of a possible 1,200 points under the Comprehensive Ranking System. An applicant will receive an invitation to apply for permanent residence at a later draw from the Express Entry pool if these extra points are added to their human capital and skills transferability points.

Candidates who are eligible to enter the Express Entry pool may do so in one of two ways, depending on the province or territory: first, they may enter the pool without waiting to be nominated; second, they may wait to be nominated before completing an online Express Entry profile and entering the Express Entry pool. When applying for an improved provincial nomination certificate, applicants are often required to be in the pool.

What is the process to Apply for the Enhanced PNP Process?

Between applying for the PNP and Express Entry, there is a method to receive an upgraded PNP nomination. Generally, a candidate is required to:

  • Determine your eligibility for Express Entry applications;
  • Send an application to IRCC for one of the Canadian Experience Class, Federal Skilled Worker’s Program, or Federal Skilled Trades programs that Express Entry manages if you are qualified also provinces can access, view and evaluate your PNP profile;
  • If you want to apply for their improved PNP stream, you may need to first get in touch with those provinces and territories;
  • A “notification of interest” may be sent to you if the province or territory shares your interest;
  • You can get in touch with the province/territory directly to follow their PNP process;
  • If you are chosen, you will be given a provincial nomination certificate, which will give you 600 more CRS points in the Express Entry pool and almost certainly result in an ITA for PR from IRCC;
  • You can now submit your application for permanent residence, pass the required medical and police checks, and gather all the required documentation. If everything goes according to plan, you will be awarded PR and be able to start a new chapter of your life in Canada.
