Canada’s Francophone Mobility Program expands to increase Francophone immigration

The Canadian government is devoted to embracing as many French-speaking citizens as it can, encouraging immigrants to contribute to minority groups, and preserving the social fabric of the nation.

The Francophone Mobility Program has been extended for two years by the Minister of Immigration, Refugees, and Citizenship, enabling Canadian employers to extend job offers to qualified candidates who speak French moderately well for all National Occupation Classifications aside from primary agriculture. More immigrants who speak French may now enter the country and maybe be granted permanent residency thanks to this measure.

All foreign citizens requesting work permits through the Francophone Mobility Programme must meet current standards for French language competency. The temporary foreign national must speak and understand French with a medium level of linguistic competency. This is equal to meeting the language requirements at level 5. These revised language standards satisfy the French language criteria for all of these professions and will increase the number of eligible foreigners who speak French.

Candidates for the Francophone Mobility Programme must submit documentation of their language proficiency, such as a French evaluation test, a diploma or degree from a French college or university, or a record of their academic attendance at a French-language institution. The Canadian government is committed to promoting economic growth and population expansion, which includes these improvements.

Things to take note

  • The Francophone Mobility Program, a part of the International Mobility Program, was established by Immigration, Refugees, and Citizenship Canada in 2016 to assist employers in hiring highly skilled French-speaking temporary foreign workers from Francophone communities outside of Quebec.
  • The Labour Market Impact Assessment exemption from the Francophone Mobility Program makes it simpler for employers to hire skilled French-speaking temporary foreign workers to work and gain valuable work experience.
  • The program also improves the chances that temporary foreign employees who speak French will be invited to apply for permanent residence if they have registered as candidates in the Express Entry system and helps them qualify for such programs.

Statistics:

  • The IRCC issued 1,900 work permits (including extensions) through this program in 2019, and the same number was issued in 2020 and 2021.
  • Out of 5,700 people with temporary work permits, 1,080 became permanent residents between June 2016 and December 2020.

In the professional fields where post-secondary education or an apprenticeship lasting between six months and two years is necessary, over two-thirds of applicants to the Francophone Mobility Program are employed.
